Show the Colorado River, just below the Intake Canal. This weir, built and maintained at a cost of $47,143.75, was not permitted to remain, as it theoretically interfered with navigation on the Colorado River, and obedient to the commands of the United States government, under threat of arrest and punishment, if not complied with, the weir was removed. To accomplish the object of diverting sufficient water to meet the greatly increasing demands of Imperial Valley, your receiver determined to buy a fleet of dredgers. This action was approved by the court and two hydraulic dredgers, "Imperial" and "El Centro," commonly known as suction dredgers, were purchased and put into operation, one in the Intake Canal, and one below the main headgate at Hanlon Heading. In the very beginning of the administration of your receiver, a large expenditure was made north of Holt-ville in the Alamo River channel, where it was necessary to raise water previously passed through the hydroelectric plant of the Holton Power Company, that it might be used again for irrigation. Therefore, the plan prepared by the California Development Company before the appointment of your receiver, was adopted, and an earthen dam, and the Rositas gate and wasteway (built of concrete) were ordered by the court. This structure has served an important purpose and has more than paid for itself by serving lands that could not have been served otherwise. In the interval between January, 1910, and June, 1912, the Colorado River found a new channel; beginning at a point some twenty miles below Hanlon Heading, it discharged in a westerly direction to Volcano Lake.
