Show I refused to recognize said Andrade for the reason that ever since my appointment as Receiver, I had been allowed to look after the maintenance and operation of the Canal system in Mexico and it seemed strange that at this late date, Andrade should put forth his claim that he was in charge of the Mexican properties and that he only, could legally handle the Mexican Canal System. In making said refusal, I made the counter-proposition that I would gladly continue handling the Mexican affairs through the "Sociedad" as I had done for several years past. Andrade objected to this and immediately instituted a campaign which had for its object, the driving of my forces from Mexico. He constructed barbwire fences across the canals which were being dredged by me As Receiver, with the expectation that I would remove said fences, thus laying myself liable to criminal prosecution in the Mexican Courts. Similar fences were constructed around the East Side Heading then under course of construction, (said Heading being of vital importance, as it was the means of diverting water for the entire East Side of Imperial Valley, which diversion had previously been made by means of a Brush Weir, which was then in a dangerous condition.) Notice was served on my employees by persons claiming to be Mexican Court Attaches', ordering them to discontinue all work on said structure. Andrade claimed that this was a new structure, consequently would not be built without first securing the approval therefor from the proper officials of the Mexican Government.
