Show held Court in person on the Encino Flume, which we were then in the act of repairing from serious leaks, to prevent its total destruction. I had practically completed these repairs, when after questioning my Superintendent, the Judge orally ordered him as my representative, to do no work on the Canals, and structures under the control of the "Sociedad" or Mexican Company. He threatened to arrest my employees if this order was not obeyed. He said I could complete the repairs on the Dredgers "Gamma" and "Delta", but that I could not operate them when repaired, so I regarded it as unwise to expend large sums of money in the rebuilding of the Dredge "Gamma" and then have to stop all work. This action of Andrade's greatly inconveniences and interferes with the proper, economical and safe movement of water from our Heading in California on the Colorado River in Imperial Valley. That you may understand the situation more thoroughly, I beg to narrate: During the interval between December 1909 and October 1913, the delivery of water through the California Development Company canals, had greatly increased throughout Imperial Valley, there being more than 100% increase in the deliveries of water in the first eight months of 1913, over the first eight months of 1909. This could not have been accomplished had I not kept the canals in proper condition. There was some increase in the deposition of silt in the Main Canals serving the West Side of New River, but this was not unexpected, nor were we able to keep it out as rapidly as it was deposited, owing to checks put in to serve Mexican lands. |
