There seems little doubt that a good market could be obtained for all the power that could be developed and it would furnish an important assistance in the development of a broad, comprehensive project of control of the Colorado River. Negotiations with Mexico. The High Line Canal entirely on American soil, as proposed in H. R. 6044, is not the cheapest method of irrigating Imperial Valley. It is now irrigated without this and with the proper connection with permanent heading like that of Laguna dam and a proper protection to the water supply en route through Mexico and proper storage to provide for future growth, its water supply could be secured more cheaply through the Alamo Canal than by means of the High Line Canal. With proper storage, the Alamo Canal enlarged could also serve the major portion of the lands in Mexico as it is now serving a part of them.
