Show -6- pany's canal, supplying water to Imperial Valley, with the result that the water surface is now so low that it is reported that it is not possible for the canal to receive sufficient water for the needs of the Valley. If the river level continues to fall, as it probably will during the next few weeks, there will result a still further diminution of supply with corresponding hardship and loss of property, as every drop of fresh water for all domestic and other uses in this extremely hot desert valley must come through the canal. The conditions are becoming desperate and it is evident that, to avoid disaster to the people of Imperial Valley, the temporary dam must be built at once, in order to raise the river level sufficient to bring the water into the canal heading. It is assumed that the understanding reached during March may be continued in force and this memorandum is for the purpose of assuring you that, so far as this office is concerned, no objection will be made. It is believed that every reasonable effort should be made to expedite the construction of this temporary work, and to relieve the distress which threatens to prevail. Respectfully, /s/ F. H.
