Show 240 Mr. Blackmar: Except for this reason: On page 1 of his report, under paragraph A, he tells exactly what he means by a rapids; so that what is indicated there ( indicating) as a rapids, rapid water or quite water, is clearly defined-- all three of them are defined right here in the report showing what he means by his characterization of it. The Special Master: Well, with his characterization, or his statement as to what he would characterize as rapids, rapid water, or quiet water, the Court, if it chooses to accept his characterization, can apply that to the figures. Mr. Blackmar: Certainly. The Special Master: But I do not think that his characterization is evidence, except so far as he has been on the spot and seen it. I should say that this report is admissible as a compilation of figures; but so far as the effects of the figures are characterizied, it is only admissible to the extent that he himself had then been on the spot and has given his views as to that spot. I think it is admissible as to that. Mr. Farnsworth: And it would be limited to that. The Special Master: It would be limited to that.
