Show "Those articles and sections of articles of the con stitution and by-laws of the Utah Federation of Business and Professional Women's Clubs pertaining to the annual convention shall govern the. proceedings of the convention. The rules of Parlimenta y practice comprised in Rob erts' Rules of Order shall be followed in conducting all meetings. To do business in any convention meeting a quorum shall consist of two-thirds of, the accredited delegates present which delegates shall represent one-half of the clubs forming the Federation. At the Boar of Directors' meeting seven members of the Executive Committee and four chairmen of committees must be present to constitute a quorum to car-ry on the business of the meeting. The voting body of the convention consists of the Board of Directors and the duly accredited delegates or in their absence, their alternates; no delegate shall have more than one vote, and no voting by proxy shall be allowed. The vot-' ing body should ,occup.y the center section of seats of the convention meeting place. The recording secretar,jT shall ,keep accurate minutes of all the convention meetings, including those of the Executive Committee and the Board of Directors. The 'State Treasurer shall be wholly responsible for all expenses of the state Convention. All funds from the State Convention shall be turned into the state Treasury immediately at the close of the State Convention, and all expenses in connection with the State Convention shall be paid by the Treasurer from this fund. In order to conduct the business of the convention with dispatch, all speeches to any motion or topic of dis cussion shall be limited to three minutes. In the event that a delegate wishes to speak to the same question a second , time, all delegates desiring to express an opinion shall be given the opportunity to do so before such second speech is made. All second peeches shall be limited to two minutes. The election of officers will be held on the mezzanine floor of the Newhouse Hotel. The poles will be open between 1200 and I: 30 pvm, Sunday, May 26, 1935. A maj ori ty -of all votes cast shall constitute an election." Mrs. Leaver moved the adoption of these rules, Gilberta Gillespie seconded the motion and it carried. |
