Show RAINY LAKE CONVENTION 401 with respect to existing dams at Kettle Falls and International Palls, as well as with respect to any existing or future dams or works in boundary waters of the Eainy Lake watershed, in the event the Com- mission shall determine that such emergency conditions exist. ARTICLE II This convention shall be ratified in accordance with the constitu- tional forms of the Contracting Parties and shall take effect im- mediately upon the exchange of ratifications which shall take place at Ottawa as soon as possible. In Witness Whereof, the undersigned plenipotentiaries have signed the present convention and have hereunto afiixed their seals. Ratification was advised by the Senate August 30, 1940 (Executive A5 76th Congress; Executive Re- port 9 (Committee on Foreign Relations) 76th Congress; 86 Gong. Bee. 10827,11304 (1940)); the convention was ratified by the President September 10, 1940, and by the King of Great Britain in respect of Canada May 9,1939; ratifications were exchanged in Ottawa October 3, 1940; the convention was proclaimed by the President October 18,1940. The International Joint Commission has issued orders dated June 8, 1949 and October 7,1957 to effectuate the purposes of Article I of the treaty. See 37 Department of State Bulletin 721 (1957). |
