Congressional consent to compact.-The consent of the Congress to the Salbine River Compact was given by the Act of August 10, 1954 (68 Stat. 690) from which, except as noted below, the text of the com- pact above set out is taken. Section 2 of this act "expressly reserved" the "right to alter, amend, or repeal this Act" and further provided that "This Teservation shall not he construed to prevent the vesting of rights to the use of water pursuant to applicable law, and no alteration, amendment, or repeal of this Act shall be held to affect rights so vested." Amendment to com/pact.-The first sentence of Article VII, para- graph (c), originally read: "The Texas members shall be appointed by the Governor for a term of two years; provided that one of the original Texas members shall be appointed for a term to establish a half-term interval between the expiration dates of the terms of such members, and thereafter one such member shall be appointed annually for the regular term." This was modified to read as set out above by Texas' Act of March 10,1961 (Acts 1961, p. 31) and Louisiana's Acts 1961, No. 75 (La. Rev. Stat., 1962 Cum. Supp., vol. I, p. 1199), and the consent of tihe Congress was given by the Act of March 16, 1962 (76 Stat. 34).
