Show REPUBLICAN RIVER COMPACT 269 "article x "The physical and other conditions peculiar to the Republican River Basin constitute the basis for this compact, and none of the signatory states hereby concedes that this compact establishes any general principle or precedent with respect to any other interstate stream. "article xi "This compact shall become operative when ratified by the Legis- latures of each of the signatory states and consented to by the Con- gress of the United States. Notice of ratification by the Legislature of a state shall be given by the Governor of such state to the Gov- ernors of the other states, and the President of the United States is requested to give notice to the Governors of the signatory states of consent by the Congress of the United States. "In witness whereof, the Commissioners have signed this com- pact in quadruplicate original, one of which shall be deposited in the archives of the Department of State of the United States of America and shall be deemed the authoritative original, and of which a duly certified copy shall be forwarded to the Governor of each of the sig- natory states. "Done in the City of Denver, in the State of Colorado, on the nine- teenth day of March, in the year of our Lord, one thousand nine hundred and forty-one. "M. C. L. 1941, p. 858; repealed Act of March 15,1943 (Sess. L. 1943, p. 372)) ; Kansas, Act of April 4, 1941 (Laws 1941, p. 721: repealed Act of March 17,1943 (Laws 1943, p. 612)) ; and Nebraska, Act of April 18, 1941 (Laws 1941, p. 362; repealed Act of February 24, 1943 (Laws 1943, p.377)). A bill (H. R. 5945, 77th Congress) to grant the Congress' consent to this compact passed both Houses but was vetoed by the President. As it passed the House of Representatives, the bill contained three sections reading as follows: "Sec. 2. (a) The foregoing compact shall not be construed (i) to impair or affect in any sense any rights or powers of the United States, its agencies, or instrumentalities, in and to the use of the waters of the Republican River Basin or the capacity of the United States, its agencies, or instrumentalities to acquire rights in and to the use of waters of said basin; (ii) to subject any property of the United |
