Accompanying the convention and protocol was a further agreement by which, the two Goveirnments submitted to the International Joint Commission certain questions with respect to Rainy Lake; see Foreign Relations 1925, vol. I, p. 556. Consideration of the Rainy Lake prob- lem eventually led to a convention dealing with it; see pp. 400f post. Related legislation.-By the Act of May 22, 1926 (44 Stat. 617), the Congress directed the acquisition of flowage easements, lands, and interests in lands and the construction of works to conform to the treaty. The Act also directed that an investigation be made of all claims for damage arising prior to acquisition of the flowage ease- ments and lands "by fluctuation of the water levels of the Lake of the Woods due to artificial obstructions in outlets of said Lake" and that the results thereof be reported to the Congress.
