Show TENNESSEE RIVER BASIN COMPACT 331 ARTICLE XII This Compact shall enter into force and become effective and binding when it has been enacted by the legislature of Tennessee and by tlie legislatures of any one or more of the States of Alabama, Geor- gia, Kentucky, Mississippi, North Carolina and Virginia and upon approval by the Congress of the United States and thereafter shall enter into force and become effective and binding as to any other of said states when enacted by the legislature thereof. ARTICLE XIII This Compact shall continue in force and remain binding upon each party state until renounced by act of the legislature of such state, in such form and manner as it may choose; provided that such renunciation shall not become effective until six months after the effective date of the action taken, by the legislature. Notice of such renunciation shall be given to the other party states by the Secretary of State of the party state so renouncing upon passage of the act. ARTICLE XIV The provisions of this Compact or of agreements thereunder shall be severable and if any phrase, clause, sentence or provision of this Compact, or such agreement, is declared to be contrary to the Con- stitution of any participating state or of the United States or the applicability thereof to any state, agency, person or circumstance is held invalid, the constitutionality of the remainder of this Compact or of any agreement thereunder and the applicability thereof to any state, agency, person or circumstance shall not be affected thereby, provided further that if this Compact or any agreement thereunder shall be held contrary to the Constitution of the United States or of any state participating therein, the Compact or any agreement there- under shall remain in full force and effect as to the remaining states and in full force and effect as to the state affected as to all severable matters. It is the legislative intent that the provisions of this Com- pact shall be reasonably and liberally construed. NOTES State ratifications.-Tennessee, Act of March 11, 1955 (Acts 1955, p. 580; Tenn. Ann. 1963, sec. 220.551) Congressional consent to compact.-The Congress gave its "consent and approval" to the Tennessee River Basin Water Pollution Control Compact and "to any of the States of Alabama, Georgia, Kentucky, Mississippi, North Carolina, Tennessee, and Virginia to become a party" thereto by the Act of August 23; 1958 (72 Stat. 823), from which the text above set out is taken.
