THE SPECIAL MASTER: I don't think the witness is competent to testify why it wouldn't run. I think we have plenty of evidence here that it did not run. I think that has been brought out in prior testimony by men who ran the boat. MR. FARNSWORTH: Yes, I know there was testimony-- THE SPECIAL MASTER: What? MR. FARNSWORTH: I know there was testimony, some testimony on that. THE SPECIAL MASTER: I think that is better evidence than this witness. MR. FARNSWORTH: I think there is testimony in here also that Mr. Wimmer made the suggested changes. THE SPECIAL MASTER: I don't think it makes any differ-ence who did.
