In the event of freighting on the river, trucking would be required, and to have to haul to and from the foot of Brown riffle instead of the bridge is not alone sufficient to have prevented installation of water carriage if conditions were otherwise ripe for it. All through the summer and early fall boats of greater draft than 2 feet could be navigating the rivers and they would be doing it if existing needs of commerce justified it, but they have not done so." And that report conclude with this language: ( Reads:) " If 2 feet depth at low water instead of 3 is sufficient to give commerce, if any, a start, then there is no need of deepening anywhere, and the only work required is to add to the safety of navi-gation by dragging for and removing rocks to a depth of 2 feet on the Brown, Butterfly, Halverson, Gimlet, Second Anvil, and San Rafael riffles, On the Green River, all at a cost not exceeding |
