The Special Master: Well, I suppose that that will be gone into if it is a material matter. This is informal, but he is giving his views-- The Witness: ( interposing) Well, one of the objects of the investigation and determining its physical characteristics was to determine how shifting it was, if at all. Mr. Farnsworth: That is, by you; are you speaking of your examination or that of the army engineer? The Witness: My examination of the physical characteristics included also the question whether it was a permanent river channel, whether it was shifting-- its physical characteristics. To determine that, I used these surveys which I found later-- I mean as a comparison. By Mr. Blackmar: Q Did you find that it was shifting? A It is very shifting; yes, sir.
