Mr. Collins: The statute is pretty broad Mr. Blackmar: As I understand it, this report was prepared by Mr. Hoyt at the direction of his superior officers, and is filed with his report. The Special Master: But it was prepared for use in this case, was it not? Mr. Blackmar: And now it comes in here certified as an official report under the seal of the Department. I think that if we should go through all of these various things which are necessary to bring out these compilations, it would take thousands and thousands of reports. Mr. Farnsworth: I am not asking you to do that. I do not ask that you do that. The Special Master: No. It seems to me that something of this kind is very desirable, in the interest of condensation, but a report made after the beginning of the suit, which is anything in the nature of an argument or in support of the suit, I do not suppose is admissible in any way.
