Dunn RE: First Interim Report: Bonneville Unit -- CUP Water Alternatives: Water Management Gentlemen: On March 21, 1977, this office was granted permission to make a study of the Bonneville Unit of the Central Utah Project and determine what positive alternatives are available, if any, to additional development of water in the Uintah Basin for diversion to the Bonneville Basin, and ultimately Salt Lake County. I intend to make two interim reports to the Commission, this and one other in approximately 30 days, before issuing a final report prior to September 1, 1977. I am convinced, from the results of our study thus far, that "institutional management", not water scarcity, is the number one issue in the water supply problem for Salt Lake Valley. This issue pervades the question of the need for and the alternatives to the Bonneville Unit of the CUP and, therefore, Water Resource Management in Salt Lake County will be the topic for this first report. Every resident of Salt Lake County has been made painfully aware of the water management problem. A virtual crazy quilt of at least 48 separate culinary and agricultural suppliers lies across the Salt Lake Valley, creating shortages and watering regulations in some areas while residents in other areas waste water by allowing it to run down gutters in enormous quantity. Clearly, the number of entities involved in uncoordinated, unregulated delivery of water is too large.
