Show 40. 11. Not including the cost to be incurred later to return the water "borrowed" from the Uinta Basin Indians by the CUP. In what follows, each of these will be taken up in turn. The analysis will not be as specific and as exact as we would desire. CUP has never been a clearly defined project. When it was authorized it was presented primarily as a plan which would bring irrigation water to previously unirri-gated lands. Since then, it has been modified several times. It now will provide a substantial amount of the irrigation water as supplemental water. The quantity of water going to M§I has been increased 25 percent and the current negotiations with Utah Power and Light Company may lead to a further 40 percent increase at the expense of the irrigation part of the project. The Diamond Fork Plants were designed as conventional hydroelectric units but are now being considered for pump-back storage and peaking purposes.* Thus, in analyzing CUP, the economist does not know exactly what to analyze. The CUP is a shifting target. In what follows criticisms will be made.
