surface of the east vertical concrete vail of the most easterly spillvay gate opening along the axis of the dam and along the axis of the dike, and may include an auxiliary dike extending approximately two hundred (200) feet downstream from the axis of the dam, all in accordance vdth specifications and plans to be prepared by the United States, In addition, within the aforesaid limitations, the United States will remove, or otherwise nullify the effects of, the temporary rock weir across the Colorado River known as the Palo Verde Weir, which was constructed under authority of the first Deficiency Appropriation Act of 1944 (58 Stat. 150, 157), to the extent deemed necessary by the Secretary to accomplish the aforesaid purposes set out herein, (b) (i) Subject to the availability of appropriations by Congress, their allocation to the purposes herein set forth, approval by the Secretary of the work schedules, cost estimates, and designs and specifications herein provided, and the continuing performance and fulfillment of the terms of this contract by the District, the United States will lend and advance to the District at or during quarterly intervals beginning with the month immediately following the date of final judgment of the validation proceedings of this contract as provided in Article 22 hereof, such sums of money, not exceeding in the aggregate
