Show The , evidence sustains the 102 conclusion that in prac - tically every year there will be 3 months when ice ( will 'will will ) interfere or prevent with the operation of boats . Man3r years the rivers are frozen over completely . The breaking up of the ice fills the rivers with floating ice ( cakes calies ) , long after the temperatures are above freezing . The net result of the ice is to close the ( irivers xivers ) for any practical boating for about 100 days . When this period is considered in connection with the regular flood months of May , June , and the first half of July , the occasional floods of Avigust and September , and the extremely low water of the fall and early spring , it appears that ice is an important element of the evidence of nonnavigability . Reference is made to ice conditions in the record . 2 Rapids , riffles , and cataracts , ( 'The The ) Master found that evidence as to the ( charac charac- charac ) ¬ ( teristics leristics ) of the Green River , above the town of ( 'Greenriver Greenriver ) , Utah ; of the Colorado River , above , Castle Creek ; and of the San Juan , above Chinle Creek , were not relevant as upon the questions of ( navigability naN7igability ) of the stretches below . ( TAL R . 53 , Exception 9 . ) It is improper to limit the testimony in this respect .
