Show A settlement expedition 23 to the San Juan country was organized at Cedar City and an appropriation of 5,000 was secured from the Legislature to build a road into the San Juan country . The church also made an appropriation for the same purpose . ( Compl . Exhibit 620 , page 5 . ) The expedition had a row boat which was launched on the Colorado River in the neighborhood of ( Hole- Hole ) ( in-the-Rock intheRock ) . It is recorded that the boat was stuck in some shallow rapids and it was neither possible to float down nor to row up the river and the boat was abandoned . ( Compl . Exhibit 626 , page 6 . ) After the advance expedition had reached the vicinity of Bluff , several of the members started back to ( Hole-in-the-Rock HoleintheRock ) on New ( Year's Years Year"s Years ) day , 1880 . ( Compl . Exhibit 620 , page 12 . ) The return to ( Hole- Hole ) ( in-the-Rock intheRock ) was entirely overland . Nonsettlement of eastern Utah , as found by the , Master ( M . R . , p . 51 ) , is not the reason the rivers were not used . The above records disclose that the Mormons were constantly engaged in the work of exploration . Means of transportation were of ( para- para ) mount importance . Nonuser of the rivers in Utah by them again must be counted as evidence against navigability of the Utah sections of the rivers .
