The withdrawals for reservoir sites to be used in connection with irrigation were made under the ( au- au ) thority ( of of- of ) the Act of June 17 , 1902 , c . 1093 ( 32 Stat . ( 388 38S ) ) , known as the Reclamation Act . As these withdrawals were obviously intended to and did include the river beds ( M . R . 114 ) as well as the uplands , it is evident that such use is inconsistent with navigation . Utah voiced no protest . Neither did Utah object to the United States granting oil permits .
