Show 114 or organization, so that the program may have a solid base, or to search for a way by which to give the programs of communal development the required organization, resources and authority. The lack of organization, resources and authority of the programs of development has caused the existence of a number of programs directed, not to primordial problems, basic for the solution of secondary ones, but precisely to these ones, and even to others of less importance, which do not offer interest to the neighbors and do not produce any remarkable change favourable to the life of the community. This situation could be improved if they could be organized and established as an integral part of the national and regional programs of socio-economic development. The fundamental problem continues to be the carrying out of the actions to solve the problems, not in a way strictly simultaneous, but by order of priority, which will enable us to use the first solutions for support and base of the succeeding ones, thus consolidating all movement and allowing the correct use of resources, which would otherwise be squandered in actions, uneffective, or very inferior even to those which could be attained by planning the stages by their strict priority. 1966 Loewen, Jacob A.
