Show 113 the American continent, to familiarize the trainees in techniques of community development extending them properly to the Indian level. As the necessities of the Indian communities of our continent have gradually become known through investigations and studies, and the interest of the American governments to start and carry forward national programs of socio-economic development for the benefit of these communities has increased, the need has been evident of properly trained technicians and personnel. This, in order to achieve the best results in these programs when they are extended to Indian communities, communities which constitute an extremely important element in various American countries, and with economic and cultural characteristics quite different from the rest of the country's population. These centers have been in function since November 1, 1962, the first program of training courses ended in October, 1963. The two reports published here are presented by Dr. Alfonso Villa Rojas, Director of the training center at San Cristobal las Casas, Chiapas, Mexico, and by Dr. Oscar Arze Quintanilla, Director of the training center at Cochabamba, Bolivia; they comprise the programs of the courses of 1964, and the development of same in all referring to theoretical teaching, preliminary to the field work. These reports constitute the fundamental basis for the analysis of the two courses, and for a careful evaluation of the Project, indispensable for a future establishment of subsequent training centers. 1965 Buitron, Anibal. English Summary: The multilateral acculturative action has been advised traditionally in the carrying out of programs of community development. But it is indispensable, above all, to know if such an integral action is possible or not, and if it is indispensable that a simultaneous application of all the measures may exist. It is frequent to find the problem of the disproportion between the nature of the needs and the economic capacity, or organization and of time of the programs of development for the community, in order to solve all problems. Many of these problems cannot be solved by the programs of communal development, due to their being limited in organization, resources and authority. In face of this situation, there seems to be but two alternatives: either to wait until these problems are solved by another, more powerful program, institution |
