Show method to feel the way toward a more formalized and ultimate set-up which yet would remain realistic. Needless to say, there are some phases of the Indian question in many of our countries, which the country in question, or powerful groups in such a country, might not want to deal with at this time. The clearing house will have plenty to do without forcing its way into areas sharply controversial. The guiding principle should be to let alone that subject matter in a given country which the authorities in that country do not want to have treated. Even, I earnestly suggest, the clearing house not merely should be freed from and outside of any propoganda intent or implication, but should be freed from and outside of any policy-insinuating intent beyond that universal one of a happier, stronger and freer life for the whole Western Eemisphere. This suggestion is not merely one of expediency. I believe that in the long run, it is disinterested facts which are the secure builders of opinion and makers of policy; and that the exploitation of those aspects of the Indian problem which are acceptable to all, will carry the thinking of all of us over into a scientific outlook upon the problems of the Indians as a whole. |
