Show work and administration. The field of linguistics ought also to have special consideration by the Institute. Provisions could oe made for fellowships or studentships to be granted to administrative and educational officers, missionaries, and others, that they might better equip themselves by further training during periods of leave. As another function of the Institute, I merely suggest encouragement of Indian achievement by periodic awards to those Indians who distinguish themselves by outstanding service in governmental administration or other aspects of public life. Quarterly Journal Issued By_ Institute is Suggested As a way of disseminating information, the Institute should issue, perhaps quarterly, a journal devoted to descriptions of actual first-hand experiences with Indian groups. If, however, the Institute is to devise effective means for the dissemination of information, it must not depend exclusively upon the printed word, but must make abundant use of photographic and cinematographic materials, and particularly of graphic statistics. From time to time, monographs on special subjects should be issued; and as a last function, the Institute should be charged with the promotion of further conferences of the type now being held during these days. Means Of Financing Institute Not Yet Determined The question is immediately raised, of course, as to how such an Institute can possibly be financed. This is a problem that requires careful study, and I recommend to the conference the appointment of a committee for this purpose. As I see it, there are at least four sources to which we may look for the money with which to carry on this work. |
