Show Response: The final environmental statement has been revised and expanded in order to adequately discuss the impacts of completed features and also to explicitly clarify the status of each feature of the Bonneville Unit plan. Section A, Description of the Proposal, has been modified to show the construction status of all features. Of particular explanatory importance are Figures A- l and A- 5 and paragrph A6. The format of Section C has been designed to emphasize the construction status of the various Unit features. The impacts of completed features and partially completed features are discussed in paragraph C2. Issue 2k: Cumulative environmental impacts of the entire Central Utah Project were not completely ascertained and discussed in the draft environmental statement. ( a) Because of the interdependency and inter- relationship of the various units of the Central Utah Project, additional environmental statements would be needed to identify and evaluate the environmental impacts of individual units and subunits and the cumulative impact of the entire Project. Issue raised by: Utah State Department of Natural Resources Bureau of Sport Fisheries and Wildlife Environmental Protection Agency Sierra Club Mount Timpanogos Chapter of Audubon Society Utah Environmental Center and several individuals Response: Section C of the final environmental statement has been expanded to include a brief description of the Vernal, Jensen, Upalco, Uintah and Ute Indian Units and a general evaluation of expected environmental impacts of each of these Units plus a presentation of the cumulative inipacts of all the Units of the Central Utah Project. A preliminary quantification of the expected environmental impacts is presented in Section C, Table C- 30. Paragraph C5 represents the best quality of information available at this time. The Bureau of Reclamation is committed to preparing environmental statements for each of the proposed units. The preparation of these environmental statements would include completion of environmental assessments and utilization of findings in any final decision for development of any Unit. 677 |
