Show environmental considerations could require a change in this plan. Approximately 2k miles of new line would be required to furnish power to the inlet end of the tunnel. Of the 2^ miles of line required, the Forest Service and Bureau of Indian Affairs request that ik miles of line be placed underground. Because of the increased cost which would result from placing this portion of the transmission line underground, the Bureau of Reclamation is considering the possibility of the contractor furnishing his own power for construction of the tunnel by means of a portable generator. Power for operation and maintenance at the inlet of the tunnel could then be obtained by extending the transmission line through the tunnel from the outlet portal when the tunnel was completed. The alternatives for powerlines are being thoroughly considered and will be studied further. Docs Diversion, Structure and Feeder Pipelines There are several alternatives for the location of Docs Feeder Pipeline. One alternative would be to incorporate the Blind Spring Road and the feeder pipeline in the same alinement as far as possible. In this case, Docs Diversion Structure would be about 300 feet upstream from the location in the proposed plan. The feeder pipeline would follow the proposed alinement along the north side of the canyon on grade for about 2,000 feet until it intercepted the Blind Spring Road, then follow down the shoulder of that road and up the Upper Stillwater access road to the toe of the dam, and finally extend up along the toe of the dam for about 1,000 feet alongside the Forest Service trail until it could drop into the reservoir. The length of the pipeline would be 9 » 000 feet, compared with U, 170 feet in the proposed plan, and the cost would increase by about $ 600,000. An environmental benefit of this plan, compared to the proposed plan, would be the elimination of the construction scar of about 2,000 feet of pipeline along a steep side slope, most of which is covered with talus, and which would be visible from the nearby campground.
