Show North Fork Duchesne Siphon, and Wolf Creek Pipeline. With no additional construction no further adverse environmental effects of construction activities would occur. No existing streams would be reduced in flow, and no areas of fish and wildlife habitat would be inundated; therefore, there would be no loss in existing stream fishing benefits. However, no additional construction of Bonneville Unit features would result in a loss of municipal and industrial water, recreation, flood control, and significant reservoir fishing benefits, as well as the loss of substantial economic benefits associated with construction and operation of the Bonneville Unit. With no transbasin diversion, municipal and industrial users in the Bonneville Basin would have to rely on the alternative sources of water described in this section to meet their needs. No irrigation service would be provided under this alternative, except from Starvation Reservoir. Flood damages would continue in Springville along Hobble Creek; along the Provo River between Jordanelle Damsite and Deer Creek Reservoir; in Spanish Fork along the Spanish Fork River; and around Utah Lake, as well as along the Jordan River. Erosion of the streambanks in the Sixth Water Creek area would continue. The operation of Utah Lake would continue as it has in the past and without a minimum pool being maintained. The demand for new outdoor recreation sites may require that additional sites be developed and financed from other sources. If operating agreements necessary to make the Strawberry Reservoir water available for use in the Bonneville Basin were not obtained, the environmental impact would be further reduced, but the economic loss cf the alternative would be increased. The agreements that would be required include the following: ( a) Agreement with the Strawberry Water Users Association for storage in Strawberry Reservoir and conveyance of Bonneville Unit water through the existing Sixth Water Tunnel. ( b) Agreement with the Provo River Water Users Association for storage in Deer Creek Reservoir and conveyance of project water through the existing Provo Reservoir Canal. ( c) Agreement with the'Five Associated Canals ( an association of Utah Lake water users) for storage in Utah Lake and subsequent exchange to Deer Creek Reservoir. These agreements would be very difficult to obtain, with no future benefits from the Bonneville Unit anticipated by the water users.
