Show 8_. The design and construction of pumping plants would be accomplished emphasizing preservation of esthetic quality. Operation noise levels would be made to conform with existing regulations. Disturbed areas would be restored in the manner described above. 9.. The design, location, and construction of powerplants would also be accomplished emphasizing esthetic aspects. In this respect, alternative sites are being considered for Sixth Water and Dyne Powerplants. 10. The final design and location of power transmission facilities required for Unit features have not yet been completed. Transmission facilities would be in accordance with the Environmental Criteria for Electric Transmission Systems. These criteria encourage use of low profile concepts to enhance overall appearance of switchyards and substations. Right- of- way clearing would be restricted so that long straight corridors would not result. 11. Contractors are required by law to follow the safety standards prevailing at the time of construction. 12. Features would be designed to withstand reasonable expected stresses resulting from seismic activity. Recreation ( 1) General The proposed plan for the Bonneville Unit contains many recreational developments. These developments would be closely associated with the construction and operation of Unit features. The cooperative planning for the Unit recreation facilities has evolved into a two- stage construction basis. The " initial," or first stage, planning is that required to satisfy the public use expected in the first year following construction. The " ultimate," or second stage, planning is that required to satisfy the public use demand generated in the future. The initial general development plans for the Bonneville Unit were formulated by the National Park Service. 3 After July 1, 1973, the responsibility for funding will be assumed by the Bureau of Reclamation. It is anticipated that funding of all " initial" stage recreational development will be provided under Section 8 of the Colorado River Storage Project Act. ( 2) Specific Locations Some first atage planning has been accomplished for Starvation, Hayes, and Jordanelle Reservoirs; the Mona and Strawberry Reservoir Enlargements; and Utah Lake.
