Show clubs, and individuals who responded to the effect that alternative plans have not been explored in sufficient detail and scope, Section H of the final statement has been greatly expanded, especially the alternative sources of water and partial construction alternatives. Discussion has also been included on conservation and pricing measures, and combination alternatives. Since all sources of available water within the State are expected to be utilized fully by about the year 20.20, 19> 13O> 1 51 a]_ i 0f the sources of water become alternatives only with respect to the order in which they are utilized. Alternative sources of water discussed in Section H include ( l) increased use of groundwater; ( 2) additional local stream development; ( 3) weather modification; ( k) desalting; and ( 5) geothermal, all of which are within the Bonneville Unit area; ( 6) importation from Weber River; and ( 7) importation from Bear River, which are sources within the state; and ( 8) augmentation of the Great Basin supply from another basin such as North American Water and Power Alliance ( NAWAPA) and Western States Water Augmentation Concept. Partial construction alternatives that excluded features in Bonneville Basin as well as in the Uinta Basin were explored as follows: ( l) no additional construction beyond existing contracts; ( 2) partial construction based on nonconstruction of Provo Bay; ( 3) partial construction based upon nondevelopment of Utah Lake; ( k) partial construction based upon providing recommended stream fishery bypasses and water for Indian lands; ( 5) partial construction based upon Indian and fishery bypasses and nondevelopment of Provo Bay; and ( 6) partial construction based on Indian and fishery bypasses and non- development of Utah Lake. Conservation measures include ( l) control of phreatophytes, ( 2) pricing of water to control consumption, ( 3) recycling and reuse of sewage effluent, and ( k) more efficient management practices. Combinations of alternative portions of Section H include various ways in which the alternative sources of water could be utilized. Paragraph Ek discusses alternative plans and features of the present or proposed plan. Such studies should be utilized in plan formulation to avoid and minimize adverse impacts. 666 |
