The preconditions for regional economic growth are multifaceted and complex. Accessibility to major markets, availability of quality labor supply, transportation costs and alternatives, and climate all play a role in establishing conditions favorable for growth. Of course, so do certain types of water resources, but they tend to play a somewhat secondary role. In the absence of other conditions for growth, it is unlikely that water investment would have more than a negligible impact on the rate or pattern of growth. The fact that an ample water supply may not, under certain conditions, be necessary for growth is indicated by the rapid rate of economic growth in certain so called " water short1' areas of the west and southwest. . Therefore, if regional economic development is a primary objective, water resource investment probably should be made in combination with other types of public investment such as manpower developments and training, highway construction and improvement, urban renewal, etc. Thus, the availability of water is only one of several ingredients necessary for growth. General decline in the quality of life is not automaticallyca result of growth and development of an area. Since quality of life is a relative thing, circumstances which cause a decrease therein for one individual may create an improvement for another. Moreover, with the spectrum of values for the " good life" being broad and varied, a proposed action may affect a portion of one's array of values negatively and yet have an over- all positive effect on his total " quality of life" evaluation depending upon his definition of values. The objective of the Bonneville Unit would be to supply existing and future water needs of the people of the area in an environmentally acceptable way and thereby enhance their overall quality of life. Issue 28: The Bonneville Unit plan does not assure adequate and timely development of recreation facilities associated. both directly and indirectly with Unit features.
