Show Utah State Department of Natural Resources Utah Environmental Center Mount Timpanogos Chapter of Audubon Society Sierra Club Trout Unlimited National Wildlife Federation Friends of the Earth Rocky Mountain Center on Environment and several individuals Response: Section C of the final environmental statement has been modified and expanded in an effort to provide a full and objective disclosure of the known environmental impacts. An attempt is made to discuss the expected impacts both qualitatively and quantitatively. The impacts are discussed for each feature and then discussed collectively as cumulative impacts. A more detailed explanation of the approach used to discuss impacts is presented at the beginning of Section C. Also included is a general assessment of the. impacts expected to result from construction and operation of the Central Utah Project. Section E of the final statement has also been expanded. It is recognized that the final environmental statement does not adequately treat all of the expected environmental impacts on all of the Bonneville Unit systems both qualitatively and quantitatively. For this reason, the Bureai of Reclamation is committed to preparing additional environmental statements as required, including features of Diamond Fork Power System, Utah Lake, and the Municipal and Industrial Water System. Attendant to the environmental statements would be ecological studies designed to assess and evaluate impacts. These statements and studies would be used as a basis for final design of the various features of the Unit. The lack of final detailed planning makes it difficult to quantify esthestic impacts such as construction scars and landscape alteration. In this respect the proposed Unit plan is flexible and the Bureau of Reclamation is committed to review the proposed plan with the view of avoiding or minimizing adverse impacts. There have already been several recent changes in design and location of features resulting from reevaluation of the proposed plan. These environmentally beneficial modifications include changing the design of Upper Stillwater Dam and the location of Hades and Rhodes Tunnels. These changes and others are discussed in paragraphs A3c, C3a( l), and D2c( 2). Issue 23: The draft environmental statement did not adequately deal with the impacts of completed features.
