Show In the Bonneville Basin many of the features of the proposed plan would not be constructed under this alternative. The major features not constructed would be Diamond Fork Power System, Hayes Reservoir, Wasatch Aqueduct, Mona- Nephi Canal, Nephi- Sevier Canal, Mona Reservoir enlargement, Elberta Diversion Dam and Canal enlargement, Jordanelle Reservoir, Provo Bay Dike and development, Goshen Bay Dike, and the Mosida development. Also, no municipal and industrial service would be provided to Utah County. This would limit rural area growth possibilities in the central part of the state and eliminate irrigation as a Bonneville Unit service. Bottle Hollow Reservoir would revert to enhancement rather than mitigation, and Lower Stillwater Reservoir would not be required to mitigate the economic loss to the Indian tribe because of reduced Rock Creek flows. On the other hand, the benefits associated with the larger proposed project would not be realized, especially those related to irrigation and hydroelectric power production, and the municipal and industrial water would be reduced by one- third. Physical, economic, and environmental characteristics of the partial construction alternatives are summarized in Table H- 9. ( 3) Combination of Alternatives With the alternative sources of water listed in Table H- 10, many combinations of separate sources of water could be used. Possible combinations of size and scale of development for the alternative sources of water are almost unlimited. Several of the possibilities are discussed here. There would be some economy in making combinations of alternatives, but it would not significantly reduce the costs shown in Table H- 10. ( a) Groundwater The alternative of additional groundwater development is expected to be used relatively soon, compared with geothermal, desalting, and weather modification alternatives or alternatives of importation from the Weber and Bear Rivers.. Groundwater development could be combined with local stream development. ( b) Local Streams The local streamflow development could be combined with groundwater development, weather modification, or importation from the Weber or Bear Rivers. The development of geothermal or desalting sources would probably be independent of any local stream developments. 572 |
