Show the Utah Chapter of Trout Unlimited, Utah Wildlife Federation, and individual sportsmen. Considerable correspondence was exchanged with these groups and a meeting was held in 1965 with their representatives to assure that all information on the Bonneville Unit and subsequent Units was made available to the public. In working with the various cooperating agencies to determine acceptable solutions to the problems of conflicting water requirements, it seemed logical that the final decision on water uses must come from the State of Utah as the responsible entity in allocation of water rights within the State. This responsibility was accepted by the State and its official recommendations were set forth in a joint resolution of April 12, 1965, by the Utah Department of Fish and Game and the Utah Water and Power Board. The joint resolution was approved by the Governor and was accepted by the Bureau of Reclamation and the Central Utah Water Conservancy District. The Bureau of Sport Fisheries and Wildlife's analysis of the Bonneville Unit definite plan was not issued until September 1965, and it was based on the recommendations contained in the joint resolution. The official State position on the continuity of this resolution was restated in a November 1, 1972, letter from Governor Calvin L. Rampton, which is reproduced in Appendix A to this statement. Through the Bureau of Reclamation's public information service, data on the Unit have been voluntarily disseminated to the public through available media, including public and civic club meetings, newspapers, radio, television, field trips, and interviews. Between 1950 and issuance of the draft statement, more than 150 meetings were held in addition to numerous field trips, work shops, and individual discussions. These meetings involved all cooperating Federal agencies, State and local organization of all types, and the general public. Recent meetings that were oriented more specifically toward environmental concern include the following: ( 1) a field trip of the Strawberry Aqueduct System conducted August 6 and 7, 1970, with about 25 people participating, representing several Federal and State cooperating agencies; ( 2) a meeting of representatives of various State and Federal cooperating agenices and local conservation groups, held November 16, 1971, to discuss minimum flow of streams in the Unit area; and ( 3) many invitations for Bureau of Reclamation officials to address classes at Brigham Young University and University of Utah on environmental aspects of Central Utah Project.
