We conclude that it is infeasible to further modify the plan to meet the demands for higher minimum flows of the streams. Therefore, to proceed with the project, the environmental impacts of the reduced streamflows had to be determined to be acceptable in relation to the objectives of the project. Under projected Bonneville Unit operation plans, some stream fishery releases can be made within reasonable limits. Uniquely, during dry years when shortages are adjusted between the two basins, storage releases would be made through the aqueduct for direct project uses in Uinta Basin which would provide streamflows in excess of natural conditions. Carryover storage in Strawberry Reservoir would permit this flexibility in the system. Also, although higher flows cannot be guaranteed, many of the streams will be maintained at levels above historic low flows, and as conditions permit, additional releases would be provided. 627b |
