Show i* Flood Control Reservoir Sites Three alternative sites for a reservoir to control flood flows of Hobble Creek were considered. The Thirty Oaks site, the lowest on the creek, would inundate the newly constructed Hobble Creek Golf Course. The other two sites were located about k miles upstream, on the left fork of the creek, and hence would control only part of the flow of Hobble Creek. Either of these sites would inundate approximately J+ 0 acres of Uinta National Forest lands, l/ 2 mile of secondary road, and i/ 2 mile of jeep road. All of the alternate sites are only partially timbered and include several permanent dwellings. Each site would require a high dam with large quantities of embankment for a comparatively small amount of storage ( a dam 50 feet high would impound only about 1,000 acre- feet of water). -• Hobble Creek Enlargment An additional alternative would be to rehabilitate and enlarge Hobble Creek through Springville and construct a smaller bypass channel south of the city. Redd Diversion Dam would be required on Hobble Creek below Springville to divert the streamflow into a bypass channel around Provo Bay Dike. An enlargement of the creek through town would be costly and environmentally undesirable. The larger flood capacity required would mean home removal, new bridges, creek widening, and routing higher flood flows through town, with the associated turbid water, debris, ^ etc. during flood stages. Short- term impacts would occur during construction. The final result would be a uniform conveyance structure in lieu of a meandering stream. 3. Concrete Chute Alternative An alternative was considered for a portion of the bypass canal south of Springville. This would be a concrete chute section running west on Fourth South Street from its intersection with Hobble Creek. A diversion structure would be required at that point. This alternative would be more costly and also undesirable from a safety standpoint because of its location along a city street. 618 |
