Under an alternative plan that was studied the siphon pipe would extend around the hill at approximately the same elevation as the Stillwater Tunnel outlet portal for a distance of about 1,700 feet under the tunnel access road and then cross the valley to the Hades inlet portal. This first 1,700 feet would be low- head concrete pipe which would be laid under an existing road. The remainder would be steel pipe. At the alternative location the total length of pipe would be about 550 feet longer than at the location for the proposed plan. At each location about the first 800 feet of the pipe would traverse the side of a ravine, where it would be partially hidden from North Fork road. Where the pipeline would descend into the bottom of North Fork Canyon over an old slide area, it would be visible from this road. 5.. Hades Tunnel, Wolf Creek Pipeline, and Win Feeder Pipeline An alternative location was considered for the Hades Tunnel which would make the tunnel about 2,235 feet shorter than it would be in the proposed plan. With the alternative location the outlet portal would be located about 1.6 miles east of Rhodes Tunnel inlet portal and would require a connecting pipeline that would traverse steep and rather unstable terrain. The Win Feeder Pipeline which delivers water from the Win Diversion Dam and Twin Creek would be shorter under the alternative, since it could deliver directly to the Wolf Creek Pipeline and thence to the Rhodes Tunnel. The environmental impacts associated with this alternative appear to be significantly greater than with the proposed plan. 6. Rhodes' Tunnel, Diversion Structure, and Feeder Pipeline An alternative location which was studied for the Rhodes Tunnel would place the tunnel about 800 feet east of its proposed location. At this location the length would be a few feet shorter, but the portal would be located in a less desirable position on the hillside from a physical and esthetic standpoint. Under this alternative the Rhodes Feeder Pipeline would have to be about 650 feet longer than in the proposed plan in order to reach the tunnel inlet portal. 582 |
