Show would require forecasting as to when to store this amount of water in Deer Creek Reservoir. The full 13,200 acre- feet of water would not be available from Strawberry Reservoir until the storage between the dams was filled, which would take an estimated 8 to 10 years or more. If the necessary operating agreements for storage, exchange, and use of some existing facilities to convey the water to points of use could not be obtained, development of the Bonneville Unit would be terminated at the enlarged Strawberry Reservoir, with no water being exported to the Wasatch Front. Figure H- 10 illustrates this alternative. The present environment for this alternative is the same as described in Section B for the proposed plan. Environmental Impacts of the Alternative The environmental impactsof the completed features as they relate to the proposed plan have already been described in Section C. Some additional impacts are apparent as these features relate to this alternative plan. All of the features built were designed for the proposed plan and would be only partially used under a smaller scale development. The capacity of the Water Hollow and Layout Tunnels is 620 c. f. s. and flows of 20 c. f. s. maximum might be expected from each of these two small streams. No flows would result in Currant Tunnel if there were no further extension of the aqueduct to Currant Creek and no construction of necessary diversion facilities. Soldier Creek Dam will create a larger reservoir allowing additional recreational opportunities. Under the alternative of no additional construction, adequate recreation facilities would not be available to accommodate the recreation potential unless they were constructed by non- Federal funds. Moreover, the existing substandard and inadequate recreation and fishing camps would probably remain and perpetuate the existing undesirable esthetic and sanitary conditions. Materials, for Soldier Creek Dam have been obtained from borrow areas located within the reservoir basin to the greatest extent possible. With less water available to fill the reservoir, the designed normal water- surface elevation would never be attained, and some of the: borrow areas would remain permanently exposed. Under this alternative several reservoirs, including Jcrdanelle, Hayes, Lower Stillwater, Upper Stillwater, Currant Creek, the enlarged Mona Reservoir, and Lampton would not be constructed as part of the Unit, and approximately 10,000 acres of land would not be inundated. No hillsides would be scarred by construction of Wasatch Aqueduct, Mona- Nephi Canal, Nephi- Sevier Canal, Elberta Canal, West Fork Duchesne Pipeline, Diamond Fork Power System., 549 |
