Economic Resources In addition to the above commitments there would also be irreversible economic commitments which would be made. Several million dollars have already been spent in planning and constructing the Bonneville Unit. An additional commitment in the way of appropriations must also be made if the Unit is to be completed. Local water users are committed to the repayment of these expenditures. These commitments, although large, represent a commitment to improve the economic environment and the quality of life for those who live within the Unit area. Development Along the Wasatch Front It is a generally accepted view that the State of Utah is committed to further development of the Wasatch Front. The proposed Bonneville Unit would be expected to aid in the process of growth by satisfying both existing and future needs up to about the year 1990. The Bonneville Unit, by itself, would not be expected to cause the anticipated increase in development0 Whether the anticipated development should be considered irreversible and/ or irretrievable depends upon the action of the State of Utah in formulating and implementing a land- use plan for the area. 487 |
