The salinity problem is thus to be treated as a basinwide problem that needs to be solved to control salinity levels while the Upper Basin continues to develop its Compact- apportioned waters. On this basis, then, any salinity increases arising from development of the Bonneville Unit are proposed to be offset by the Water Quality Improvement Program and related activities. Environmental Protection Agency and the Utah Division of Health were furnished copies of the Draft Environmental Statement and have provided comments which have been incorporated into the Final Statement. ^ 2 » ' Consultation and cooperation with these agencies would be maintained to assure that the Bonneville Unit construction and operation would comply with all applicable water quality standards. Appropriate agencies would be furnished advance copies of specifications to assure contractor compliance with applicable water quality standards. Air Quality Aspects ( l) General The State of Utah Division of Health is responsible for the administration of the Utah Air Conservation Program. Following passage of the Air Conservation Act by the Utah Legislature in 196Tj the Governor appointed members to form the Utah Air Conservation Committee. The duties and powers of this committee, as outlined in the Division of Health's Summary of Utah's Air Conservation Program dated May 1, 1971, include the establishment of air quality standards that will meet the requirements of Federal laws related and pertaining to air pollution. Preparatory to the formation of the Air Quality Standards for Utah, the committee has determined air pollution, sources and amounts for Utah.-^ From this basis the air quality standards will be written and enacted into law. Air quality aspects of the Bonneville Unit have been reviewed by the Environmental Protection Agency and the Utah Division of Health and their comments incorporated into this Final Statement. > ** Air pollution caused by the Bonneville Unit would result primarily from noise, dust, and combustion associated with the construction activities, and from increased residential and industrial use of water developed by the Unit.
