Cojajgnts Received on tho.rgS: The Environmental Protection Agency (EPA) requested and was granted two extensions for referral o. the Bonneville Unit to the Council on Environmental Quality, November 27 and December 21, 1979. Several meetings were held between EPA and Interior personnel at the Washington, D. C , level to clarify EPA s issues. A letter dated December 14, 1979 (copy attached), was sent to EPA from Assistant Secretary Martin responding to that agency s concerns as to Interior's agreements to actions which woula satisfy EPA's objections to the Bonneville Unit. . _ • The U. S. Public Health Service, in its letter of November 21, 1979, reemphasized its concern that a Watershed Management Plan and a Lake Management Plan for Jordanelle Reservoir be in force before construction is initiated. That agency's other concern is that the FES does not adequately address the details for disposing of 13 acres of toxic tail-ings. The detail for which the Public Health is asking will be addressed in the Jordanelle Reservoir Lake Management Plan. The U S Forest Service submitted comments on the FES which provided clarification to its original comments, but which do not require responses or changes in the FES. The Bureau of Mines submitted comments on the FES which were intended to clarify that agency's position on the pos-grouty 0f 7or6>"elle Reservoir contributing to the ground water in the Park City Mining District and the lack of potential for mineral development within"^:he Jordanelle Reservoir area, which also requires no changes in the FES. / l^wvyvr^^-*' Enclosure Approved I Date |
