Please Include this comment In the Final EIS record. I support the Non-Development (No Further Development) Alternative, Justification is stated below. I have reviewed the Draft EIS and, while I commend the Bureau of Reclamation on the detail it has provided and the readable presentation, I find information required by the public to evaluate non-structural alternatives is misleading, inadequately discussed, or is missing entirely. Hence, the public, if uncritical or otherwise informed, is unable to deal with the pro-scructural development bias. Inasmuch as the Bureau Is obligated to present adequate and fair information on conservation and non-structural alternatives under Administrative Directives to Implement the Administration Water Policy, this is a grave Issue. I will indicate this in the Federal Review Process. To make oossible an adequate evaluation of non-development alternatives to the Bonneville N I I System, I will outline information which la needed and request' written answers to this statement as soon as possible from the Bureau along with Bureau issue Analyses where needed. .A. Inadequate information presented to provide for nonstructural alternatives evaluation: to determine the value of developing such alternatives. 1. Water supply potential which includes a composite of industrial, municipal-domestic, and irrigation conservation measures for the Salt Lake, Summit and Wasatch Counties, Inadequately covered. Or ommitted. - until the year 2,000 - after the year 2,000 |
