MORGAN (801) 533-6071 February 22, 1980 Citizens for a Responsible Central Utah Project c/o Ms. Beth Kaedinq 9527 South 220 East^ Sandy, Utah 84070 Dear Ms. Kaeding: This letter is in reply to your letter of February 9, 1980, addressed to Governor Matheson in which you raised a number of questions concerning dam safety for various structures within the Central Utah Project. Until 1977 the Bureau of Reclamation, now called the Federal Water and Power Resources Service (FWPRS), was exempt from State jurisdiction as far as dam construction was concerned. In 1977 Section 73-5-5 was revised, and now those projects are reviewed by the State. On May 26, 1978, a Memorandum of Understanding was signed by the State Engineer and the Regional Director of the FWPRS, and this understanding documented those items that would be mutually shared by the State and FWPRS. Since that time, the Dam Safety Section of the State Engineer's office has cooperated in biennial maintenance inspections, total inspections under the new SEED Project of FWPRS as well as receiving copies of standard operating procedures on the majority of the operations. FWPRS and the State meet at least annually to discuss dam safety, and members of both staffs converse many times throughout the year concerning federal projects, and also State projects which effect FWPRS structures. In regards to your questions concerning Soldier Creek, I offer the following comments: 1. Corrections are being made to correct the deficiencies and to date a new monitoring system has been installed, as well as a much larger instrumentation program. 2. A seismic investigation was made, and three accelerometers are to be installed at the site. |
