Show on those of us who can, to push ahead In protecting habitat. A considerable body of research information on wildlife resources and habitat already exists in Utah's major universities, in State and Federal Agencies responsible for wildlife management, and with private consultants. This includes site-specific data as well as applicable regional research. To my knowledge, this has never been assembled to provide a perspective on which to base decisions. Nor have cumulative CUP impacts been assembled - direct and indirect. I already have some major reports on existing resources, as well as accumulated information acquired through many consultations with many resource specialists in the State. In addition, I have hiked over 300 miles on the Range - bottom to top, end to end, and have driven around unhiked areas during field studies. On two occasions I have been accompanied by staff individuals from Wasatch and Ashley Forests- both responsible for recreation, one, the Director. You should be aware, however, that questions have been raised about the adequacy of some research, the condit-' ions of Independence and freedom under which some research was produced as well as recommendations allowed to accompany studies, and about legitimate differences in methodologies used, particularly determining stream flows. Some criteria Is required as a basis for evaluating the adequacy of the research Itself. At a later point I will discuss the issue of mitigation and the need for formulation of adequate criteria. |
