Hilbert 3495 South 300 West Salt Lake City, Utah 84115 Subject: Central Utah Project Supplemental Repayment Contract Election Dear Mr. Hilbert Under date of December 2, 1985 you addressed a letter to Stanley G. Brown, Chairman of the Municipal Council of Provo City, which letter Chairman Brown has asked that I respond to on behalf of himself and the Municipal Council. _ ^ I have also looked into the alleged conflict of interest which you have by virtue of your membership on the Board of Directors of the Central Utah Water Conservancy District where you serve as Chairman, while concurrently acting as manager of the Salt Lake County Water Conservancy District, one of the prime beneficiaries of the CUP Bonneville Unit expenditures. *., -uY°U^ lefcter a l s o objects to the use of certain quotations attributed to you as a part of the City's very small campaign opposing the supplemental contract election. Addressing first the question of conflict of interest, I have read through the statutes which set up the two districts involved, to wit: Chapter 73-9 of the Utah Code which provides for the establishment of Water Conservancy Districts and allows for overlapping of those districts.
