Washington, DC 20003 Dear Mr. Blackwelder: For the past several months, our Central Utah Projects Office has been actively participating on a special task force headed by the Utah Division of Water Resources which is investigating the potential of a dual water system for Salt Lake County. Jerry Kinghorn, Director of the Salt Lake County Division of Water Quality and Water Pollution Control, is also participating in the study. Since it is the goal of the study to develop an official State position on the subject, we feel it.is advisable to await the results of the study rather than to comment now on Mr. Kinghorn's analysis. Reference is made to your letter of October 17, 1979. At present, Bonneville M&I water (which includes the Strawberry Collection System) is estimated to cost $137 per acre-foot. The Highway 40 bridge at Starvation Reservoir has been checked by the Utah State Department of Transportation which has the. responsibility of that highway. According to a letter dated October 17, 1979, from the District Engineer, there are "no visible signs of deterioration and all concrete seems to be in excellent condition." At the Upper Stillwater Tunnel, the mole is stuck because of unexpected conditions, and drilling has ceased. The contract was terminated for the convenience of the Government on September 24, 1979. Expenditures on this contract to the end of September are $17,462,906. It is expected that a termination settlement of less than $2 million will be required to settle the present contract.
