The State Seismic Safety Board has not reported on this dam, as their function is only to make recommendations as to what the State should do in promoting seismic safety. 4. It should also be noted that filling of Soldier Creek is limited to the minimum pool until the response of the structure to the water has been determined. In regards to the Seismic Safety Board, they have made recommendations to the State Engineer, and these recommendations will be considered in new dam construction regulations. The Starvation Dam has been under review by FWPRS for a number of years. The drill rigs are installing new instrumentation and it should be noted that most FWPRS structures are receiving more instrumentation since the failure of Teton. The reservoir was lowered in 1979 so that an inlet could be installed for the new Duchesne Municipal Water Treatment Facility. Grouting has been considered, but a decision needs to be made as to when grouting would be most effective. The existing seepage, although not extreme, is being monitored. There was not an independent engineering review of the Starvation Dam as this structure was completed prior to the creation of the private review board for FWPRS. A seismic safety study is underway on the proposed Jordanelle Dam but has not been completed to date. It is my understanding that both FWPRS and the private firm of Dames & Moore are doing these investigations. At the present time, I am not aware of any water quality problems that are associated with the construction of this project. The independent review of Red Fleet resulted in a number of modifications to the proposed construction, therefore, those concerns have been dealt with, at significant cost to the project. Both the Uintah Dam site and the Whiterocks site have been investigated, and no decision has been made as to the site selection. I sincerely hope that these comments have answered your questions.
