By the convention signed by France and the Netherlands, on September J>0, 1915* concerning the boundary between French Guiana and Surinam, it was pro- vided that the frontier should be the middle of the Maroni or Marowijne River, and that "No works, whether for purposes of public or private utility, are to be constructed in the frontier section of the river, such as to be capable or constituting an obstacle to navigation or of modifying the nature of the river, except by consent of the two Governments'1. Article 18 of the Peace Treaty signed by Finland and the Russian Socialist Federal Soviet Republic, on October li|, 1920, stipulated: "The level of the water of the Lake of Ladoga, shall not be altered without previous agreement be- tween Finland and Russia". 3 League of Nations, ¦Treaty Series, pp. 65, 70. The Treaty of Peace between Poland, Russia and the Ukraine, signed at Riga on March 18, 1921, contained the provision in Annex 5, par. 3* that - "Without the special consent of the other Party, it shall not be lawful for either Con- tracting Party to undertake works on the banks or in the neighborhood of the river, or to set up hydraulic plant(s) as a result of which the waterways in the territory of the other Contract- ing Party might be deteriorated. The Convention between Finland and Russia, regarding the floating of timber in w/ater-courses flowing from Finland to Russia or vice versa, signed October 28, 1922,' contained the provision in article 3 (3) that - "No works for the adaptation of a floating-way which might cause a dangerous rise of the water level or damage to a float ing-way or to a navigable channel, or which might injure the fisheries in the territory of the other contracting party, may be undertaken with- out a special agreement being concluded between the Contracting States." 19 League of Nations, Treaty Series, pp. 170, 173.
