(36) Kansas City Waterworks Agreement of 1922s (a) Congressional assent was given by the Joint Resolution of Sept- ember 22, 1922 192 (b) Kansas and Missouri entered into an agreement for the development of waterworks at Kansas City, Kansas, and Kansas City, Missouri. The agree- ment contemplated cooperation in the regulation of these plants, whose facil- ities were situated in both States, and particularly provided for immunity from taxation. This agreement was ratified by Kansas on March 18, 1921,193 and by Missouri in the same year <>19l+ (c) The consent of Congress was held to have been properly given in. State v.
